JOB SUMMARY/PURPOSE
Lead the Engineering & Technical Services team within the Power Generation Project Management Organization (PMO). Manage a team of engineers to provide technical governance and services across a portfolio of new construction projects and expansions of existing generation sites. Work in close partnership with the Project Development Group to translate business cases and regulatory commitments into clear technical requirements, design standards, and acceptance criteria. Ensure technical needs, expected quality, and desired results are met across the full project lifecycle—from concept and front-end engineering/design (FEED) through detailed design, procurement, construction, commissioning, and turnover. Support project managers throughout execution and commissioning; champion the formal modification and change-control processes to protect scope, cost, schedule, safety, reliability, and compliance.
JOB DUTIES/RESPONSIBILITIES
- Lead, mentor, and develop a high-performing engineering team; set clear objectives and maintain accountability for performance.
- Establish, maintain, and govern technical standards, specifications, and quality assurance practices for generation projects.
- Provide technical governance across the lifecycle; plan and deliver Stage‑Gate deliverables and champion formal change control.
- Partner with the Project Development Group to define technical scope, design criteria, and technical positions; prepare and secure formal decision documents (e.g., Records of Decision).
- Act as Contract Manager or Owner’s Representative for engineering contracts; manage Owner’s Engineer and other technical contractors, ensuring independent technical assurance. Develop, monitor, and report key performance indicators (KPIs) for contract engineering service providers.
- Coordinate with Project Managers, Project Controls, Supply Chain, and Operations to align scope, budget, schedule, risk, and resources; track costs and competitiveness.
- Review contractor engineering deliverables (drawings, calculations, specifications); resolve technical queries and interface issues; validate alternatives prior to contract execution.
- Support commissioning and performance, reliability, and emissions testing; ensure completion and owner sign‑off of system turnover packages.
- Ensure compliance with enterprise policies, NERC and security standards, permits, codes, and quality requirements; maintain auditable documentation.
- Develop, monitor, and report key performance indicators (KPIs) for project engineering execution; drive continuous improvement, innovation, and lessons learned across the portfolio.
- Promote safe behavior and coach adherence to safety rules; identify engineered safety controls and hazard removal during design.
- Facilitate cross‑functional coordination and stakeholder engagement across internal/external groups; interface with regulatory agencies when needed.
- Support procurement strategies for owner‑furnished equipment; participate in vendor selection and commercial negotiations in partnership with Supply Chain and leadership.
Minimum Requirement:
Minimum education required of the position
Bachelor’s degree in Engineering required. Advanced degree (e.g., MBA or MS) preferred. Professional Engineer (PE) preferred.
Minimum experience required of the position
Required:
- 8+ years of engineering experience focused on power generation, industrial facilities, or utility systems.
- 5+ years in project/operations management, contractor oversight, and technical decision‑making that impacts safety, cost, schedule, and quality.
Preferred:
- 10+ years of related experience in power generation engineering, technical services, or closely related fields.
- 5+ years leading engineers or multidisciplinary technical teams in development, design, construction, and/or commissioning.
- 5+ years of contract management experience in the energy/utility industry.
- Experience reviewing, executing, and managing large EPC contracts and Owner’s Engineer scopes.
Minimum knowledge, skills and abilities required of the position:
Strong interpersonal, leadership, and analytical skills; excellent written and verbal communication; attention to detail and organizational discipline. Advanced knowledge of engineering science and technology applicable to power generation; familiarity with materials, methods, and tools used in engineering and construction operations. Proficiency with Stage‑Gate governance and lifecycle practices from design constructability through commissioning/start‑up; adept at risk management, safe work practices, and compliance with policies and procedures.

- Technical and financial acumen; project controls and performance monitoring; data‑driven decision support.
- Lifecycle proficiency from conceptual design through operational readiness; strong adaptability in complex environments.
