JOB SUMMARY/PURPOSE

 

The Manager, Procurement Operations utilizes extensive supply chain knowledge and management experience to lead a professional team of specialists responsible for the procurement of required contracted services and critical spares for Entergy’s Power Generation sites. The team interfaces with Power Generation departments supporting work management, outage preparation and execution, and project delivery.  The manager is responsible for leading a diverse team with varying levels of knowledge, skills, abilities, and experiences in contracting and purchasing activities, and for communicating with multiple levels of management within and external to Procurement & Supply Chain (P&SC).  This role provides direction to the team to develop, lead, and negotiate contracting and purchasing strategies, while ensuring relevant market conditions are integrated.  The manager will provide guidance for assessing services and materials requests, determining the appropriate sourcing channel, identifying and executing the most appropriate contractual or purchasing method of delivery, development and coordination of all procurement requirements, negotiation of the best commercial terms, and providing the proper administration through the life of the contract or purchase order.  The position operates autonomously, in a leadership capacity, and provides guidance, training and coaching to the team relative to technical and professional skills. This role will mentor individual team members and identify developmental opportunities to enable and assist team members with their career development.  The manager provides direction in setting the standards and expectations for P&SC procurement, liaising with other departments within P&SC to ensure consistency across the function.

 

Key interfaces for this position are internal business customers within Power Generation, Tax, Finance, Risk Management, Safety, Human Resources, Legal, and external suppliers. Within P&SC, common interfaces for this role are Procurement Operations, Supply Chain, Category Management, and Capital Projects & Decommissioning.

 

JOB DUTIES/RESPONSIBILITIES

 

Safety/Human Performance:

  • Actively promote strong safety behaviors and ensure the team always puts safety first;
  • Utilize key tools, programs, and proactive field visits to assure standards and behaviors;
  • Monitor and influence suppliers to proactively identify any safety concerns.
  • Utilize AI to bring in efficiencies & capacity to the team’s scope of work

Incident Response:

  • Perform storm role duties as assigned in the Storm Assignment Management System (SAMS).

Work Processes:

  • Apply the principles and practices of plan, strategize, source and perform to assignments;
  • Pre-award contract development and post-award contract administration; create and lead the RFx bid process; develop negotiation strategies, optimal pricing methodology, establish KPIs;
  • Perform insightful market and financial analyses to determine potential business risk associated with a supplier or contract; coordinate with Credit Risk as required;
  • Identify and evaluate new and current sources of supply, including small, local and diverse suppliers, to ensure the most competitive and advantageous offering to Entergy is achieved.
  • Materials and service demands needs assessments for collaborative efforts with Category Management;
  • Process assessments to determine areas of, and solutions for, efficiency gains;
  • Implementation of and Change Management for process improvements.

Value Creation:

  • Deliver/document savings through competitive bidding, negotiations, cost avoidance, etc.

Partnership/Relationships:

  • Develop and maintain relationships with stakeholders and leadership to ensure P&SC is addressing procurement needs pro-actively and in the most beneficial way for Entergy; 
  • Work with stakeholders and leadership to analyze and develop company position on claims and disputes; 
  • Establish/maintain relationships with suppliers/partners, based on the ethical business practices as set forth in the Standards of Conduct and Integrity and Entergy's P&SC Polices.

Process and Reporting Compliance:

  • Ensure all requirements for savings, diversity, document retention, bidding, contractor safety and other areas of compliance are met.

Communications:

  • Develop and maintain open communications between stakeholders and within P&SC to ensure that prompt, thorough, accurate, pertinent and complete information is provided;

 

Minimum education and experience required of the position

 

  • Supply Chain degree or bachelor’s degree in business, Accounting, Engineering, or related discipline and 8+ years of experience in contracting, vendor management, or procurement in general. In lieu of degree, 12+ years of experience in contracting, vendor management, and procurement transactions.
  • 3+ years of supervisory experience and/or equivalent leadership experience.

 

Desired knowledge, skills, and abilities required of the position

  • Deep understanding of Entergy’s business model and key interfaces across the business and P≻
  • Deep understanding and extensive application of contracting and purchasing processes;
  • Masterful application of plan, strategize, source and perform;
  • Mastery in leading the development of complex procurement strategies;
  • Proficient at leading others to create negotiation strategies and to support or lead negotiations;
  • Deep knowledge and application in leading through pre / post award contract management processes;
  • Deep understanding of relevant business law and commercial terms and conditions;
  • Extensive knowledge of business and SC operations within Entergy; including how Entergy buys and pays (HEBAP); experience and knowledge of supply chain systems and processes;
  • Deep technical skills in contract management processes, including continuous improvement and the ability to collaborate with internal and external partners/functions;
  • Proficient in supplier performance / relationship management strategies and processes.

  • Mastery in the application of commercial skills and financial acumen to contracts, with the inclusion of key business drivers and impact to Entergy on outcomes;
  • Capability to lead on the development of data/information analyses to assist the business in decision making;
  • Ability to communicate autonomously with all stakeholders, delivering key messages concisely, supported by relevant information; apply influencing skills to develop best outcomes;
  • Deep practice in change management as it pertains to post-award contract management;
  • Deep experience and knowledge to effectively manage the costs of the business.
