Job Summary/Purpose

This job is responsible for management and oversight of all stages of capital project development and execution for major projects assigned by the V.P., Capital Projects (New Generation), for the generation fleet including planning, design, permitting, construction and start-up. Responsibilities include delivering the projects safely, while meeting schedule and budget commitments.

This is a field-first leadership role requiring a highly visible, hands-on leader. The successful candidate will serve as the primary on-site owner representative, spending 75% or more of their time traveling directly to mega project sites to provide strategic governance, real time decision making, and director oversight where the work is being executed. 

Job Duties/Responsibilities

• Manages and oversees the activities and prepares the deliverables necessary to progress a project through the Stage Gate Process.
• Manages and oversees the project team(s), including personnel assigned to the project(s) from other functions within Capital Projects (New Generation), personnel assigned from other support groups in the corporation, and contract personnel retained for the projects.
• Working in collaboration with Supply Chain, provides management for the procurement, negotiation and administration of engineering, procurement, construction and equipment supply agreements necessary to execute the projects.
• Works closely with the Power Generation leadership to ensure that projects meet their required performance through; Operations personnel review of design; effective planning for staffing and training of the staff; the provision of spare parts; and provision of any required long term maintenance agreements which will be negotiated in collaboration with Fossil Fleet Maintenance leadership.
• Works closely with the Regulatory functions to support the requirement of receiving the necessary certifications, including providing written and verbal testimony before the commissions.
• Works closely with Environmental to determine permitting requirements and obtain the necessary permits. Maintains a roster of contract personnel for executing construction and commissioning activities for major projects.

Minimum Requirements

Minimum education required of the position

• B.S. in Engineering Discipline, Finance, Accounting, Construction Management or applicable course of study or equivalent work experience.

Minimum experience required of the position

• 10 years plus power generation capital project development and management experience. Utility capital project experience essential.
• Desired: Prior experience managing commissioning and startup activities for major power generation projects, ensuring on-time completion and operational readiness.

Minimum knowledge, skills, and abilities required of the position

Preferred: 

• Advanced CCGT Commissioning Background: Deep technical expertise in the startup, tuning, and thermal performance testing of modern single- or multi-shaft Combined Cycle Gas Turbine (CCGT) systems, including HRSGs, steam turbines, and balance of plant (BOP) systems.
• Fleet Side Expertise: Direct experience managing an internal heavy mobile supporting fleet, asset tracking platforms, or comprehensive field logistics networks for large-scale utility operations.
• Field-First Mindset: Proven history of operating effectively as a high-travel executive who thrives in heavy industrial field environments just as comfortably as in executive boardrooms.

• Mobility: Demonstrated ability and willingness to travel 75% or greater to project construction sites across the service territory.
