JOB SUMMARY/PURPOSE
Responsible for the oversight of Distribution Operations Centers (DOC) serving all Distribution areas in the state. Manage DOC performance to ensure restoration and information service levels are achieving safety and service excellence. Oversee SCADA Switching Operations to ensure safe compliance for all operational areas. Target ZERO Switching errors/incidents. Ensure the DOC constantly obtains and provides outage information to the CSC and other customer contact personnel - including executive reporting.
 

JOB DUTIES/RESPONSIBILITIES
Responsible for the direction and supervision of DOC staff in all Operations Centers Answers and coordinates inbound questions, from internal and external customers, regarding outage status. Promote and ensure safe work practices for all office employees and support our safety efforts via communication to our field employees. Ensure the utilization of Human Performance tools as appropriate. Responsible for Critical Infrastructure and PSP compliance and access approval - which is absolutely essential to meet federal requirements and prevent extreme fines.
Oversees and directs DOC Supervisors in consistent plan for resource scheduling of DOC Operators to meet demand. Interface with TCC, Transmission and Substation groups for effective operation of DOC and network support. Accountable for the proper preparation of switching orders that will isolate work areas without causing power outages, referring to drawings of power systems.

Be an agent for the Customer Outage system in order so others understand its functions and use. Ensures compliance with all hand-off and ramp up procedures. Compiles outage status summaries for network and regions. Reviews the call-out rosters and the process to notify networks about after-hours work. Is an SME for the Entergy Callout Software. Schedules additional personnel as needed for dispatching and SAISO entry. Ensures the monitoring of all weather tools by the DOC and System Outage Response Team.

Develop long range plan for DOC service, safety, performance, resourcing and communication processes for State Operations. Ensure DOC achieves maximum positive morale, team environment and leadership support. Serves as the primary contact for emergency personnel during regular hours and major storms. Integral member of Command Center.

Ensures compliance with all hand-off and ramp up procedures. Analyze storm response after events. Analyze other large events with major impact on customers as needed. Responsible for the correct use of the Outage Prediction (NOC) systems regarding storm response. This includes working with line areas for Estimated Restoration Times, ensuring customer friendly wording, and updating them on a timely basis.

Conducts periodic reviews of the data maintenance backlog and prioritizes the backlog for data maintenance updates. Reviews outage reliability data to ensure proper recording of outages as well as exceptions that should not be included. Direct and oversee the Service Suite Organization for the state. Promote and ensure safe work practices for all office employees and support our safety efforts via communication to our field employees. Ensure utilization and support of the Service Suite application and its complete utilization Act as a change agent for new processes and process changes that affect the DOC and Service Suite tasks.

 

Be a change management agent for upcoming Grid Mod updates such as DMS/OMS, EAM, AMI, etc.

MINIMUM REQUIREMENTS
Minimum education required of the position
BS in Engineering (preferably Electrical) or equivalent work experience. Master's degree preferred.

 

Minimum experience required of the position
10 years of Operations experience, Distribution Line experience, Safety Processes and Procedures.

 

Minimum knowledge, skills and abilities required of the position
Knowledge of core DOC systems – EMS/SCADA, SAISO, Transmission/Distribution Outage Management Systems, AM/FM applications, Outage Management Processes and Procedures, Entergy Call Out System, Switching, Clearance, and Tagging Processes, , Microsoft Toolkit, SharePoint, etc. Knowledge of all Microsoft Office products. Excellent computer skills and aptitude.
 

Any certificates, licenses, etc. required for the position
Professional Engineer license a plus, yet not required.
