Responsible for safe, efficient, and effective operation of the MS Distribution Operations Center (DOC) serving all Distribution areas in the state.  Oversee SCADA Switching Operations to ensure safe compliance for all operational areas and target ZERO switching errors/incidents. Manage overall DOC performance, oversee dispatch functions, and ensure safe effective outage restoration to achieve optimum service excellence levels as measured by CAIDI and SAIDI metrics (duration).  Ensure the DOC obtains and provides outage information to Customer Contact Centers and customer service personnel positively impacting NPS (Net Promoter Score). Outage communications include timely and accurate executive reporting. This role reports directly to the Director, Distribution Operations Centers and supports the MS Distribution Operations Vice President.



  • Responsible for clear direction and supervision of DOC engineering, operator, and service staff.  Answers and coordinates inbound questions from internal and external stakeholder regarding outage status. Promotes and ensures safe work practices for all office employees and support safety efforts via communication to field service, line employees and contractor workers.  Ensures the utilization of Human Performance tools as appropriate. Responsible for maintaining NERC CIP (Critical Infrastructure Protection) security PSP access and compliance - which is absolutely essential to meet federal requirements and prevent extreme fines.
  • Oversees and directs DOC Supervisors in consistent plan for resource scheduling of DOC Operators to meet routine and peak demands including planning for delivery of the Distribution Plan.  Interface with Transmission Control Center (TCC), Transmission and Substation groups for effective operation of DOC and network support.  Accountable for the proper preparation of switching orders that will isolate work areas without causing power outages.
  • Be an agent for the Outage Management System in order to ensure effective restoration response and compliance with all hand-off and ramp up procedures.  Compiles outage status summaries for network and regions.  Reviews call-out rosters and process to notify networks about after-hours work through ARCOS. Schedules additional personnel as needed for effective dispatching and management of outage cases.  Ensures the monitoring of all-weather tools by the DOC and System Incident Response Team.
  • Develop long range plan for DOC service, safety, performance, resourcing and communication processes for State Operations. Ensure DOC achieves maximum positive morale, team environment and leadership support, and identifies OHI improvement opportunities. Serves as the primary contact for emergency personnel.
  • Ensures compliance with all hand-off and ramp up procedures.  Analyze storm response for all scale and scopes of events with major impact on customers as needed.  Responsible for the correct use of the View Outage System and Network Overview Cases (NOC) regarding storm response.  This includes working with line areas for Estimated Restoration Times, ensuring customer friendly wording, and updating these on a timely basis.
  • Conducts regular reviews/inputs for Configuration Management and data maintenance backlog and prioritizes the backlog for data maintenance updates.  Reviews outage reliability data to ensure proper recording of outages as well as exceptions that should not be included.
  • Direct and oversee implementation and support of Grid Modernization efforts, especially as they relate to OMS/DMS, Click and Maximo systems.
  • Actively participate in an industry committee, working group or task force as needed to support Distribution Operations.



Minimum education required of the position

BS in Engineering (preferably Electrical) or equivalent work experience. Master's degree preferred.


Minimum experience required of the position

10 years of Operations experience, Distribution Utility Line experience, Safety Processes, including Switching, Tagging, Clearance and Grounding Procedures.


Minimum knowledge, skills, and abilities required of the position

Knowledge of core DOC systems -- SCADA, ESCA, STARS Outage, AM/FM, AORS,  Microsoft Toolkit, etc. Knowledge of all Microsoft Office products, AM/FM applications, Outage Management process, Switching/Tagging/Clearance/Grounding/Testing Procedures. Strong electric utility operational skills and understanding.  Excellent computer skills and aptitude. 


Any certificates, licenses, etc., required for the position

Professional Engineer license a plus, yet not required.
