Job Summary/Purpose

Oversees the protection and enhancement of FERC Project land and water assets as it relates to regulatory, environmental, natural resource, aesthetic, and recreational requirements. Ensures compliance with the Company’s Shoreline Management Plan and guidelines, FERC hydro operating license, and other applicable state and federal laws or regulations pertaining to rivers, streams, wetlands, and surrounding uplands. Develops and maintains relationships with elected officials, all governmental agencies, special interest groups, non-governmental organizations, stakeholder groups, utilities, and the public on complex projects and issues that are of high public or economic interests for the Company.

 

Job Duties/Responsibilities

  1. Provides environmental and regulatory guidance to ensure all requirements as set forth by management, state, local and federal government are met in a timely fashion and reporting requirements.
  2. Responsible for coordinating and implementing procedures, programs and practices at company’s  Federal Project in support of the implementation of land management requirements.
  3. Prepare letters, plans and reports related to water quality, endangered species and other project specific plans and issues for submission to regulatory agencies.
  4. Prepare and perform all agency/stakeholder communications, consultations, and meetings.
  5. Maintains excellent relationships with other staff, regulatory agencies, and project stakeholders. Experienced working with federal, state, and local regulatory agencies and elected officials including the Federal Energy Regulatory Commission (FERC), U.S. Fish and Wildlife Service (USFWS), U.S. Army Corps of Engineers (USACE), and state departments of environmental protection and other natural resource special interest groups.
  6. Negotiates and executes land sales, donations, leases, and easements for use of the company’s Project  Lands in accordance with Federal License Requirements and internal company policy requirements.
  7. Informs internal stakeholders and Sr. Management of complex/sensitive issues and works with internal stakeholders, internal and external counsel and public to resolve complex issues and conflicts.
  8. Provides environmental and permitting guidance to the public and manages, coordinates, and implements the shoreline permit program to ensure compliance with the requirements of Federal Energy Regulatory Commission’s License requirements and company management policies - in support of the Standard Land Use Articles and Shoreline Management Plan provisions for company facilities.  
  9. Responsible for coordinating and implementing procedures, programs and practices at Entergy’s facilities in cooperation with operations and maintenance staff for land management, public safety, forestry and vegetation management and other compliance requirements.
  10. Provides guidance, support and training to Shoreline Management Team responsible for oversight, management, coordination, and implementation of land management procedures, programs and practices for company’s Federal Project.
  11. Manages and prioritizes the daily tasks of the Shoreline Management Team to train and familiarize staff with the policies and regulations that result in the review, draft and issuance of shoreline permits in accordance with Shoreline Management Plan and FERC License requirements.
  12. Provides leadership in budgeting, planning, oversight and coordination of land and aquatics-based components of company’s FERC Project 271 requirements.
  13. Responsible for oversight and scheduling and planning of public educational programs in support of and promotion of company goals and requirements of the Shoreline Management Plan - including development of educational materials, signage and information for dissemination to the public and publishing information that aids the pubic in use of Project 271 Lands.
  14. Directly interact with the media, federal, state, and local agencies, local community organizations, internal departments, property owners and independent contractors on matter related to shoreline management and safety issues related to Entergy’s FERC Project 271 lands and water.
  15. Develops, reviews and implements land management process and procedures.
  16. Participates as a member of the Emergency Response Team

 

Minimum Requirements

Minimum education required of the position

Typically requires a college or university degree in related field or the equivalent work experience.

 

Minimum experience required of the position

5-7 years

Experience in Compliance Management programs preferred

 

Minimum knowledge, skills, and abilities required of the position

  • Skill in maintaining effective working relationships with both internal and external customers
  • Skill in written and verbal communications with ability to explain/defend project status and make presentations in public forums, etc.
  • Excellent organizational skills and individuals must be a self-starter and able to manage scheduling of time to meet daily changing workload.
  • Skills in the interpretation and application of compliance regulations
  • Understanding of general real estate transactions and principles, including deeds, leases, licenses, land rights, legal documents, land records, title searches and surveys.
  • Proficiency with ESRI based GIS
