**This position will be filled as a Capital Projects Procurement Specialist, Senior or Senior Staff depending on experience**

 

JOB SUMMARY/PURPOSE

Responsible for interfacing, collaborating, developing, and executing project procurement strategies for the Distribution Projects organization within Entergy. Also responsible for monitoring the supplier performance and establishing corrective measure with suppliers as necessary. An important aspect of this role is seeking maximum value for the company through schedule, costs and efficiencies.

 

JOB DUTIES/RESPONSIBILITIES

  • Achieve Entergy's annual cost savings goals in support of Entergy's financial performance objectives.
  • Develop project profiles, sourcing processes, business cases and implementation plans to maximize opportunities of overall cost reduction and increased supplier performance across projects.
  • Identify and implement cost saving opportunities through rate reduction, process improvement, innovative incentive structures, and supplier collaboration.
  • Create and model Total Cost of Ownership for project(s) and sourcing decisions.
  • Ensure Demand Management is embedded in strategy development with an Enterprise wide view.
  • Leverage purchasing power of aggregated spend, resulting in maximized price, contractual terms and vendor service levels.
  • Lead negotiations and contract development for projects and other complex companywide agreements.
  • Lead/participate in Continuous Process Improvement teams to improve all aspects of the supply chain process and ensure effective implementation of those improvements.
  • Negotiate/Bid/Source/Implement complex contracts or purchase agreements. Model market conditions to estimate costs in support of project budget development.
  • Provide Supply Chain oversight and leadership to assigned Business Unit project teams to ensure solicitation, placement and implementation of contracts are robust and in accordance with Entergy's Procurement Policy and project methodologies.
  • Assist and direct tactical groups in negotiating terms and conditions, claims and dispute resolution.
  • Identify optimization activities to consolidate supply, leverage spend and increase efficiency of overall project delivery.
  • Collaborate with assigned Business Unit project teams to manage contract throughout project life cycle.
  • Evaluate rates, incentives, and cost structures of contracts to ensure consistency with market conditions. Monitor and resolve contract claims. Administer the requirements of the contract.
  • Monitor Contractors to maximize performance and ensure correction of declining trends.
  • Administer the requirements of the Contracts. Maintain awareness of project schedules and commitments (e.g. Milestones) to provide support to meet distribution project schedules.
  • Report out on Distribution Project status, risks and issues. Develop and maintain risk assessment and mitigation plans. Support emergency response organization.

 

MINIMUM REQUIREMENTS

Minimum education required of the position
Bachelor's degree in business, finance, Supply Chain, technical discipline or relevant field is required; or equivalent work experience. MBA degree is a plus.

Minimum experience required of the position
Capital Projects Procurement Specialist, Sr. – Bachelor’s degree in Supply Chain, Business, Accounting, Engineering, Legal, or other related discipline and minimum 7-9+ years of combined supplier contracting, capital projects, or other related supply chain experience OR in lieu of a degree, minimum 13+ years of supplier contracting, capital projects, or other related supply chain experience.

  • Minimum 3+ years’ e experience in capital projects contracting and procurement.

Capital Projects Procurement Specialist Sr. Staff  – Bachelor’s degree in Supply Chain, Business, Accounting, Engineering, Legal, or other related discipline and minimum 9-12+ years of combined supplier contracting, capital projects, or other related supply chain experience OR in lieu of a degree, minimum 16+ years of supplier contracting, capital projects, or other related supply chain experience.

  • Minimum 6+ years’ supply chain experience in capital projects contracting and procurement.

 

Minimum knowledge, skills and abilities required of the position

All phases of contracting (from Bid, Award, Negotiation, Contract Development, Performance Monitoring, Claims, Dispute Resolution). Analytical techniques to identify cost savings/sourcing opportunities. Knowledge of assigned Project scopes. Knowledge of Power Plant/Utility Operations and Business Practices. Knowledge of legal/regulatory requirements. Ability to interact effectively with all levels of the organization. Must have experience with and the potential to lead large complex work teams and projects across business units. Ability to develop and present business cases for complex, high dollar procurements. Excellent oral, written, problem solving and facilitating skills. Excellent Oral and written communications skills. Proficiency in basic Microsoft products (Word, Excel, Outlook). Desired: Knowledge of Process Improvement Techniques; Analytical Modeling Experience; Demonstrated Negotiating Skills; Experience with Enterprise contracting/procurement system. Other Requirements: Some overnight Travel; Emergency Coverage Rotation; Unscheduled emergency support.
