JOB SUMMARY/PURPOSE

Mgr., Gas Infrastructure Programs manager plays a critical role in delivery safe, reliable and lowest cost natural gas to Entergy New Orleans, LLC (“ENO”) and Entergy Louisiana, LLC (“ELL”) natural gas customers.  Mgr., Gas Infrastructure Programs provides overall leadership and direction to gas infrastructure replacement programs designed to improve the safety and reliability of the gas distribution system, primarily through the targeted replacement of vintage and/or obsolete system components. 

 

JOB DUTIES/RESPONSIBILITIES

  • Demonstrate strong safety leadership and commitment to safety.
  • Manage gas infrastructure replacement programs in ELL and ENO and serve as the gas distribution business lead for other programs designed to improve the safety and reliability of the gas distribution system, including legacy gas cross-bore identification programs.  Provide strategic direction to the gas infrastructure replacement workgroup and assist in the development of Gas Distribution Business unit goals and business plan.
  • Develop the regulatory strategy to gain approval from retail regulators for accelerated gas infrastructure replacement programs and other programs designed to improve the safety and reliability of the gas distribution system.  Support regulatory processes, as needed.  Ensure the timely and accurate completion of regulatory reporting associated with infrastructure replacement, in accordance with approved program targets.
  • Perform and oversee scheduling, monitoring and tracking associated with infrastructure replacement projects to ensure that approved program spend and infrastructure replacement efficiency targets are achieved, including the closing of projects in a timely fashion.  Interface extensively with the gas engineering function to develop a short-term and longer-range infrastructure replacement plan in alignment with program goals.  Perform timely and accurate financial and productivity reporting to monitor contractor performance and manage program spending.
  • Manage relationships with all third party vendors and serve as contract administrator for all associated infrastructure replacement service contracts.   Ensure contract workforce has appropriate focus on safety, productivity and regulatory compliance, and provide feedback, when necessary, to improve performance.  Identify opportunities to reduce risk and improve the overall performance of contract workforce.
  • Identify opportunities to minimize customer impact associated with gas infrastructure replacement programs and recommend strategies for improving communication with customers and other key stakeholders.
  • Lead special projects or assignments, as required.
  • Ensure compliance with all applicable state and federal pipeline safety regulations, including Department of Transportation Pipeline and Hazardous Materials Safety Administration “PHMSA” Office of Pipeline Safety Regulations Parts 191 and 192 and Louisiana State Dig Law, by providing oversight to and auditing performance of field construction activities, including required recordkeeping.  Identify opportunities to improve the gas business’ ability to demonstrate compliance with applicable regulations.
  • Achieve operational and customer service excellence by setting and communicating aggressive performance expectations, implementing process improvements, and measuring/monitoring performance levels.  Identify opportunities to standardize and document work practices and incorporate new technologies to improve the way we work. 
  • Embrace Entergy’s leadership practices by setting clear expectations, holding employees and contractors accountable, leading by example, developing employees, rewarding and recognizing successes and motivating team members to achieve excellence.  Support and provide leadership to a team of several employees, in addition to approximately 75 contract personnel.
  • Maintain strong and effective internal relationships with key internal customers and external stakeholders, including Entergy New Orleans and Entergy Louisiana regulatory and customer service personnel, supply chain personnel, city public works, and other underground utilities. 
  • Develop and maintain relationships with peer gas utilities through engagement in industry forums to gain insight into best practices and new technologies.  Utilize knowledge gained to improve efficiency and reliability of the gas distribution system and the overall performance and impact of infrastructure replacement programs.
  • Key measures of success include: improved safety culture as measured by close call/good catch submissions and lower accident and incident rates for both employees and the public, management of capital and O&M spending within budget targets and achievement of infrastructure replacement program goals, reduction in customer initiated gas leaks, improved customer service through effective, timely construction of facilities, zero citations received from pipeline division inspectors or other regulatory agencies, achievement of customer satisfaction goals as measured by post-transaction survey, commits met and customer complaints.

 

MINIMUM REQUIREMENTS

Minimum education required of the position

Bachelor's degree in Engineering (or equivalent work experience)
 

Minimum experience required of the position

7+ years of professional experience (project management or engineering experience desired)

3+ years of supervisory experience (desired)
 

Minimum knowledge, skills and abilities required of the position

Strong safety commitment

Strong organization, decision making, customer service, management and leadership skills.

High personal accountability


DESIRED QUALIFICATIONS

Knowledge of natural gas pipeline design, construction and/or operations

Knowledge of federal and Louisiana state pipeline safety regulations

Demonstrated project management experience and/or project management certification

Experience leading and/or managing field construction personnel
