Job Summary/Purpose:
This role supports the pole attachment group and is responsible for providing guidance to the internal and external customers on third-party pole attachment practices and procedures as well as contract negotiations. Key external interfaces for this position include communication companies, municipalities, camera companies, and police departments. Key internal interfaces for this position include Operations, Customer Service, Engineering, Risk Management, Regulatory, Legal, Right of Way, Accounting, Supply Chain, and Work Management. This role involves ensuring compliance with pole attachment agreements and industry regulations, including FCC and NESC (National Electrical Safety Code) standards.
Job Duties/Responsibilities:
- Manage all aspects of Varasset, the pole attachment data system, including help desk case resolution, system updates and enhancements, monthly reports, billing execution and approval, user support, monthly reconciliation, annual rate updates and account/agreement maintenance.
- Coordinate annual pole attachment rate updates including FCC/Public Service Commission/contractual rate computations, notice letters and system updates.
- Lead departmental compliance effort regarding Budget, Records Management & Sarbanes-Oxley.
- Responsible for compiling tracking and updating insurance and bond information for third-party contracts.
- Manage pole attachment invoice collections to include monthly reports, quarterly meetings with Miscellaneous Accounts Receivable and reserve and/or write-off recommendations.
- Perform financial analysis related to annual revenue forecast and submit to internal leadership, regulatory groups, Miscellaneous Accounts Receivable and other groups, as requested.
- Negotiate and administer agreement terms and conditions for communication attachments, including cameras to Entergy facilities.
- Manage the procurement process for pole attachment inspection and inventory contractors.
- Document departmental processes and procedures in accordance with the Entergy Process Assurance policies.
- Assist with the pole attachment permitting process, as needed.
Minimum requirements:
Minimum education required of the position.
Bachelor’s degree in a related field OR 4 years of equivalent/related work experience in lieu of degree.
Minimum experience required of the position.
- Analyst II: 2+ years of professional experience.
- Analyst III: 4+ years of professional experience.
- Analyst, Sr: 6+ years of professional experience.
Minimum knowledge, skills, and abilities required of the position:
- Strong analytical skills, attention to detail, and excellent reporting.
- Knowledge of utility infrastructure and joint use.
- Proficient knowledge of MS Office, Word, PowerPoint, and Excel.
- Ability to work with minimal supervision and within a team environment.
- Ability to analyze problems and create solutions.
- Ability to prioritize and handle multiple projects effectively.
- Possess excellent verbal and written communication skills.
- Committed to continuous learning/improvement in all aspects of pole attachments.
- Ability to interface with all levels of management and various external customers, including state/regional/local organizations.
