Job Summary/Purpose
Seeking an individual with experience in providing services in support of environmental compliance monitoring and reporting systems. The primary responsibility of this position is to serve as a Continuous Emissions Monitoring Systems (CEMS) Subject Matter Expert (SME) within the Centralized Environmental Services team, supporting emission monitoring activities across Entergy’s fleet of generating units. The incumbent will be responsible for development and implementation of processes and systems required to ensure compliance with environmental laws and regulations under the Clean Air Act (CAA).
This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and random drug testing.
Job Duties/Responsibilities
- Serve as an enterprise-wide CEMS SME for environmental laws and regulations under CAA including, but not limited to, 40 C.F.R. Part 75 (Acid Rain & Emission Monitoring Programs), 40 C.F.R. Part 60 (New Source Performance Standards) and 40 C.F.R. Part 63 (National Emission Standards for Hazardous Air Pollutants).
- Comprehensive knowledge of environmental regulations for the research, development, and writing of regulatory Quality Assurance/Quality Control (QA/QC) procedures, plans, and test protocols in accordance with federal and state compliance reporting requirements.
- Review and assemble required initial/recurring performance specification test data (RATA, Linearity, CGA, 7-Day Calibration Error, Opacity Calibration Error Test, PM Testing, etc.) to prepare system certification report submittals for environmental systems.
- Complete and submit quarterly electronic data reports (EDRs) and monitoring plan updates in the U.S. Environmental Protection Agency’s (EPA) Emissions Collection and Monitoring Plan System (ECMPS).
- Oversee data acquisition handling systems (DAHS). Environmental Systems Corp. (ESC) and StackVision experience preferred.
- Guide troubleshooting of CEMS hardware (i.e., Analyzers and associated equipment).
- Work in partnership with Environmental Operational Support team and Environmental Project Services team to assist in ensuring regulatory compliance, identify potential compliance risks and develop risk mitigation plans, as necessary.
- Provide regulatory analysis of complex rules and regulations pertaining to CEMS which impact Entergy operations across Power Delivery, Power Generation and Nuclear business functions.
- Draft and distribute concise, timely and accurate written communications, review routine reports and interface with state/federal agencies on Entergy’s behalf to arrive at favorable solutions.
- Engage with industry groups including, but not limited to, Eddison Electric Institute (EEI), Electric Power Research Institute (EPRI), and ESC User Group.
- Participate in other environmental duties and special projects as assigned.
- Manage records and documentation pertaining to compliance programs in accordance with the records retention policy.
- Identify and execute continuous improvement opportunities.
- Participate as a team member of the Environmental system outage emergency operations and restoration organization for major storm events.
- Strong Microsoft tool skills (Word, Excel, and PowerPoint).
